Guidelines on Issuance of Payslips Released

SINGAPORE: The Ministry of Manpower (MOM), the National Trades Union Congress (NTUC) and Singapore National Employers Federation (SNEF) have issued a set of tripartite guidelines on the issuance of itemised payslips.
The tripartite partners agree that the provision of itemised payslips to employees is a good employment practice which raises employees' awareness of their salary components.
It also facilitates the resolution of salary disputes.
MOM said it intends to mandate the issuance of itemised payslips within the next two years.
It said the guidelines were developed after the tripartite partners consulted various stakeholders.
The guidelines aim to prepare small and medium enterprises to change their practices in a sustainable way so that they are able to comply when the issuance of itemised payslips becomes a legal requirement.
The guidelines set out how companies can put in place the system of administering payslips, and provide payslip templates that companies may use and customise based on their own needs.
MOM is also working with IDA and SPRING to provide tools such as simple payslip booklets and downloadable templates by April 2014.
They will also look into funding support for companies to develop customised solutions for the issuance of payslips.
NTUC said it welcomes these guidelines as it would translate to greater transparency for workers.
It added that providing workers with itemised payslips will go some way to help them better understand their salary components and provide a means of proper documentation.
NTUC also encourages workers to keep their payslips properly and clarify with their employers or HR personnel if they do not understand any of the components listed in their payslips.
